    New York State Senate Bill to End Puppy Production and Ban the Retail Sale of Dogs, Cats and Rabbits in New York; Assembly advances

    IN State of New York Senate approved Bill S.1130, closing the puppy factory; and ending the retail sale of dogs, cats, and rabbits at pet stores across the state. Bill sponsored by Deputy Majority Leader in the Senate Michael Janaris, must now be approved by the Assembly before going to the Governor’s table for his signature.

    “With so many good animals in need of rescue, there is no need for puppy factories that abuse animals to supply them with pet shops.” Gianaris said in statement. “ABOUTYour four-legged companions should be treated with respect, not like goods. “

    Most of the animals available for sale at pet stores come from infamous dog, cat and rabbit factories that are known to be inhuman. The offspring of farm animals often have inherent problems resulting from poor breeding and can cost families thousands of dollars in veterinary care.

    “We can seize this moment to save countless animals from suffering by cutting off the pipeline from the puppy to the pet store once and for all,” said Assembly member Linda B. Rosenthal, Chair of the Social Services Committee and sponsor of a companion bill currently under consideration by the Assembly. “Preventing the sale of dogs, cats and rabbits in pet stores will not only protect animals, but also save customers the enormous mental anguish and expense associated with falling in love with an animal that, as a result of its breeding, is doomed to irreparable disease. … “

    Pet breeders and shops are loosely regulated Animal Protection Act through United States Department of Agriculture (USDA). However, recent investigations have shown that USDA inspectors have been less aggressive in enforcing these rules under the Trump administration. In addition, the USDA issues fewer serious violations that would normally require immediate agency action.

    According to New York State Department of Agriculture and Markets, the government agency is tasked with regulating approximately 80 pet shops registered throughout the state.

    “Once again, the State Senate did the right thing. They took action by passing Stop the Puppy Pipeline Bill. No one can speak up to protect companion animals except the people who care for them, ”said Libby Post, Executive Director New York State Animal Welfare Federation. “Puppy factories are terrible – bitches remain bread until they can no longer reproduce. Then they are killed. Puppies are ordered from a variety of options, shipped across the country without worries, and then sold to unsuspecting consumers who often take sick dogs home that don’t survive. This is inhumane. We will continue to speak up until the Assembly decides and the Governor signs the law. “

    If the bill is approved in the House, New York will join other states and hundreds of localities to take a strong stand against animal cruelty.
